Changes to UK Import and Export Declarations
The processing of Import and export Clearance with HMRC will soon be changing to a new system.The Customs Declaration Service (CDS) will be replacing the current Customs Handling of Import and Export Freight system (CHIEF)All importers and exporters will need to take the necessary steps to be ready for these changes.As advised by HMRC CHIEF will close in two stages:Stage 1 – 30th September 2022 – the ability to make import declarations will endStage 2 – 31st March 2023 – the ability to make export declarations will end.In order to continue importing goods from the 30.09.22 you will need to take steps in order to migrate all information to the new CDS system: 1. You will need a Government Gateway Account.If you are using Postponed VAT Accounting you will already have an account to view your statements. 2. You must have an EORI NumberIf you are already importing goods into the UK then you should have an EORI number already. 3. Register for the CDS service on HMRC’s website using the below link:https://www.gov.uk/guidance/get-access-to-the-customs-declaration-serviceThis can take up to 5 working days. 4. For customers with their own Deferment Account - You will need to set up a new Direct Debit.CDS uses a separate HMRC bank account to CHIEF so please see the below link to process the new Direct Debit instructionhttps://www.gov.uk/guidance/set-up-a-direct-debit-for-a-duty-deferment-account-on-the-customs-declaration-serviceYou will also have to authorise Neptune Shipping Agency Ltd to be able to use the deferment on your behalf on the CDS Finance Dashboard within Government Gateway.
